CPEs MUST pass some minimal tests to start a pre-qualification process at the Service Provider Lab.
Testing speed is a key factor.
There are always several potential customers requesting the fastest service from the Vendor. They all have different ways of testing and probably different ACS deployed in their networks.
Thorough tests will be part of a later stage, where it will also be tested if the CPE functionalities are correctly adapted to the Operator particular requirements, which will also affect the required TR-069 behavior.
